"The problem with HR1 is it contains too many controversial issue resolutions that the Republicans can use to oppose it."

More than Republicans - a lot of Dems are opposed to it too, but mostly for technical reasons that ultimately boil down to poorly drafted language.

You could literally throw out everything except for the section on Independent Commissions, and it would radically change the balance of power.

Many people see this balance as between Rs and Ds, but I don't -- I see it as moving Republican representatives away from extremism, and moving towards a more "moderate" disposition to make them more competitive in the newly redrawn districts.

The byproduct would not necessarily change the number of Rs and Ds in the house, but it would radically change who those people are, the rhetoric they use, and the policies they support.
